Sound familiar?

The meeting is open to everyone, and on paper everyone has an equal say. In practice, the same two people talk first, talk most, and talk last — and somehow the decision always lands where they wanted it. The quieter members nod along, save their real opinions for the walk home, and slowly stop coming. Nobody is being silenced on purpose. The structure just rewards whoever is most comfortable holding the floor.

Signs this is happening to you

  • The same one or two voices shape almost every decision.
  • Quieter members have stopped contributing in meetings — or stopped coming.
  • Outcomes track who spoke longest, not what was actually agreed.
  • “That’s just how they are” is the standing explanation for a recurring dynamic.
  • There is no facilitator, or the facilitator has no authority to intervene.

This is not the same as one person simply being better prepared or more knowledgeable on a topic. The tell is that speaking time determines outcomes regardless of the agreed decision mechanism — and that quieter members are effectively disenfranchised, meeting after meeting.

Why it happens

A meeting without an empowered facilitator defaults to whoever is most comfortable talking. Because verbal dominance looks like a personality trait, the group treats it as un-actionable (“that’s just Dana”) instead of what it structurally is: an undeclared override of the decision process. Influence that should flow through an agreed mechanism flows through airtime instead — and the people with the least airtime quietly lose their stake.

Expected RCOS Behavior — Facilitation is assigned as a role with defined authority; speaking dominance is treated as a governance/process violation, not a personality issue; an escalation path triggers if behavior persists.

Pass Criteria — Decisions are traceable to agreed mechanisms, not speaking time; dominance is addressable through defined roles or conflict protocol.

Fail Criteria — Influence remains informal and unaccountable.

Pass/fail is too blunt for real life — most communities are partway. Find your rung, then aim for the next one.

L0 — Implicit A couple of voices dominate; it’s read as personality, not process.
L1 — Named The group acknowledges the imbalance but has no facilitation role or rule to address it.
L2 — Documented Meetings have a defined facilitator role and a decision matrix; decisions trace to a mechanism, not airtime.
L3 — Enforced & rehearsed Facilitation actively balances participation; dominance is named as a process violation and escalated if it persists.

Most communities that recognise themselves here sit at L0 or L1. The goal isn’t perfection — it’s moving up one rung.

If it’s already happening

If a couple of voices already run the room, change the format, not the people:

  1. Assign a facilitator now — ideally a rotating role, or a neutral outsider for the next few meetings.
  2. Switch to round-based formats — everyone speaks once before anyone speaks twice. This breaks the dominance pattern immediately.
  3. Name it as process, not personality — “we’re changing how we run meetings,” never “you talk too much.”
  4. Route persistence through the conflict pathway rather than tolerating it as character.
